Within the frameworks of introducing President’s Decree ‘On measures in
modernization of state administration system’ the Ministry of Interior
Affairs had developed and executed a range of measures owing further
administrative reforms in law enforcement bodies.
A structure of administration and personnel of territorial and
transport police departments were optimized basing on the functional
analysis. City and regional police offices dealing with complex crimes
such as oblast centers which share 60% of all registered crimes in the
region have been strengthened by released staff. Thus, the stuff cuts
in police departments of Akmola, Atyrau, Aqtobe, Almaty,
West-Kazakhstan, East-Kazakhstan, Pavlodar oblasts resulted in
strengthening city police departments of the abovementioned regions.
Platoon police units were given under control of police departments of
oblast centers. The internal affairs departments were formed for
unification of police structure.
Aiming to increase public safety protection and public order
maintenance a number of patrolling vehicles of regional internal
affairs bodies had been increased. In addition, in order to optimize
administrative structure and number of police offices the MIA suggested
raising workload of police offices by periodically reducing the amount
of personnel of police departments.
At present a fresh work estimation criteria is being elaborated that
owes changes in old methods of estimation in uncovering crimes and
ensuring appropriate registration of public inquires on criminal
offences on one’s life, health and properties.
