In accordance with the Law "On Public Councils" in 2016, the Ministry of Internal Affairs established a Public Council on the activities of law enforcement bodies. It included 18 members (12 from civil society and 6 from the Ministry of Internal Affairs). Two commissions were set up under the Council: the first on norm-setting activities, which examines drafts of normative legal acts developed by the Ministry of Internal Affairs concerning the rights, freedoms and duties of citizens, the second - to review citizens' appeals and transparency of police work.
ON THE WORK OF THE PUBLIC COUNCIL ON ISSUES OF MIA ACTIVITY

 The Public Council actively implements the forms of public control envisaged by Law 4: public monitoring, public hearings, public examination, hearing of the report of the state body.
Public monitoring is carried out by traveling to regions to study various aspects of the activities of territorial bodies and advocacy of law. In 2016-2017, 18 monitoring in the Department of Internal Affairs and Ministry of Railways of the Karaganda, East Kazakhstan, Almaty, Kostanay, North Kazakhstan, West Kazakhstan, Aktyubinsk, Mangystau and Atyrau oblasts, Almaty. During the monitoring the members of the Council got acquainted with the work of the units, information on the current activities of the Council, on forthcoming changes and additions in the criminal law sector, was brought to the personnel. The results of the monitoring were used at the meetings of the Council, in the form of service briefs brought to the Minister and akims of the regions.
Appeals of citizens to the Public Council. In 2016 43 citizens (29 written, 14 verbal appeals) applied to the OS.
(Of these, 24 were appeals for investigating criminal cases, 4 appeals for judgments, 3 appeals for documentation and citizenship, 2 appeals for the formation of the Public Council, unjustified dismissal from the Internal Affairs Directorate, violation of generally accepted rules of conduct by the employee, 1 treatment - on reinstatement in ATS, administrative proceedings, disagreement with the term of conviction, provision of legal assistance, pensions and dismissal from the Ministry of Finance.)
In 2017, 30 appeals were considered (23 written, 7 oral).
(Of these, 8 appeals are about pre-trial investigation, 5 appeals are about the actions of law enforcement officers, 6 appeals are about disagreement with the court decision, 2 appeals are about violations of the generally accepted rules of conduct by the police officers, reinstatement in the service in ATS, legislation and on 1 appeal - on unjustified dismissal from the police department, assistance on the issue of inheritance, suppression of the brothel, the establishment of an independent branch of the branch of the veteran organization, the abandonment of the convicted person on the previous place. Bani punishment.)
Citizens' appeals are given recommendations. The appeals were sent to the heads of different levels of the Interior Ministry system, most of which are implemented. Questions of citizens' appeal were considered at two meetings of the Council. Representatives of law enforcement and special bodies were invited to one of them, which also receives such appeals.
Following the meeting, the order of work with appeals was streamlined. It is recommended to carry out a generalization of this work twice a year with the indication of territorial ATS, the activities of which receive the greatest number of applications, to hear the leaders, up to the question posed to the leadership of the Ministry of Internal Affairs about their compliance with the positions held.
In 2016-2017, 12 meetings of the Public Council were held, which examined:
- reports of the Minister, heads of services on recommendations of the Council;
- measures for observance of discipline and legality, training of personnel in the ATS;
- issues of pre-trial investigation;
- Prevention of domestic violence against women and children;
- counteracting corruption and torture in the penal system;
- medical assistance in the ATS system;
- Elaboration of uniform requirements for drafts of IPA, sent to public councils;
- on the activities of civil protection bodies;
- on the activities of the probation service: status, problems, solutions,
- current and organizational issues of the Council's activities and others.
As a result of the meetings, resolutions were adopted containing an assessment of the activities of the ATS, recommendations of the Public Council, proposals for improving the activities of the internal affairs bodies.
In 2016-2017, the Council held 5 public hearings on topical issues of society and the state with the participation of NGOs, international organizations, state bodies, academia, civil society institutions with the connection of regions in the videoconferencing mode. As a result, final protocols were drawn up containing recommendations and proposals.
